Can i register a car in NSW if I hold a Victorian license and live in Victoria?

I currently have a problem of registering a car in Victoria, I purchased the car while living in NSW however a few months ago the rego expired so i finally got around to getting the RWC done in victoria and spent some money on getting it up to scratch. Go down to Vic roads and was told the car had been written off in NSW back in 2006 and can not be registered in victoria unless it has a VIV inspection carried out, at a cost of about $480. I learnt the car had been inspected by NSW road authority after being riden off and ped without a problem, however Vic roads won't accept this nor the Victorian RWC as proof that the cars safe. That being said if the registration had not expired it could have transfered over to victorian rego without a problem, so my question here after all that is it possible to register in Nsw on my Victorian license? As i refuse to pay the VIV inspection fee if theres a remote chance I dont need to as I'd prefer to blow the money on petrol and accomodation and have a holiday in NSW while arranging to have the car registered there, either that or as the Vic roads employee said just wait till the cars 15 years old and then the VIV won't be required and it;ll be able to be registered with a standard RWC....
