What was the complete conclusion to the temperance movement?

I suppose Prohibition, which became law in the USA in 1919, must have seemed like a conclusion to the Temperence movement. However, as we know it led to more problems than it solved, with the rise of bootleggers, organised crime connected to the sale of illicit alcahol etc. Many of those who campaigned for Temperence must have been disillusioned.
